Started with the background and erased the image.  Then I used a smudge brush in Sketchbook Pro to pull out the feathers and edges of the angel.  Added highlights to add depth and again used the smudge brush to pull the color into the form I wanted.  Wacom Intuos 5 pen tablet, Sketchbook Pro6.
